ignore cycle flag

Flag which determines whether a DCM ignores the primary contact when in a forced down state.

If a machine is in a forced down state (as set by the Force Down flag), and the Ignore Cycle flag is set to "Yes", a machine's attached DCM stops counting parts and monitoring process variables. Monitoring is resumed only when the machine exits the down state.
